THE CONTRACT IS TO PROVIDE DESIGN, ANALYSIS, TRADE STUDIES, HARDWARE PRODUCTION, TESTING, AND ASSOCIATED TASKS NEEDED TO CONTINUE DEVELOPMENT OF THE ADVANCED STIRLING CONVERTOR (ASC) TECHNOLOGY FOR POTENTIAL USE ON FUTURE NASA MISSIONS THAT REQUIRE RPS. DUE TO THE DYNAMIC NATURE OF THE RELATED PROGRAMS, ANTICIPATED DIRECTION FROM NASA HEADQUARTERS, AND POTENTIAL REVISION OF REQUIREMENTS, THE INDIVIDUAL TASKS WILL BE ISSUED WITH DETAILED STATEMENTS OF WORK. TECHNICAL DIRECTION PROVISIONS WILL BE INCLUDED IN THE CONTRACT TO PROVIDE FOR IN-SCOPE TECHNICAL DIRECTION FROM NASA TO THE CONTRACTOR. THE CONTRACTOR SHALL PROVIDE ALL NECESSARY PERSONNEL, FACILITIES, SERVICES, AND MATERIALS REQUIRED UNLESS OTHERWISE SPECIFIED. THE CONTRACT WILL INCLUDE TRAVEL TO SUPPORT TECHNICAL MEETINGS, REVIEWS, AND TESTS AS REQUIRED BY INDIVIDUAL TASKS. DELIVERABLES WILL BE SPECIFIED IN EACH INDIVIDUAL TASK ORDER AND WILL INCLUDE ITEMS SUCH AS STIRLING CONVERTORS AND RELATED TEST HARDWARE, TEST REPORTS, ANALYSIS REPORTS, DESIGN DRAWINGS, AND DATA PACKAGES. GOVERNMENT FURNISHED PROPERTY OR SERVICES WILL BE SPECIFIED IN EACH INDIVIDUAL TASK ORDER AS REQUIRED. THIS CONVERTOR DEVELOPMENT EFFORT IS IN SUPPORT OF NASA'S SCIENCE MISSION DIRECTORATE AND ITS NEED FOR HIGHER EFFICIENCY RADIOISOTOPE POWER SYSTEMS. NASA GRC SEEKS TO DEVELOP POWER SYSTEMS WITH A CONVERSION EFFICIENCY OF AT LEAST 20 % AT THE GENERATOR LEVEL, WHICH WOULD OFFER A SIGNIFICANT IMPROVEMENT OVER THE CURRENT STATE OF THE ART RPS.
FULL-SCALE POWER CONVERSION UNIT PHASE II FABRICATION & TESTING OF THE POWER CONVERSION UNIT THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) GLENN RESEARCH CENTER (GRC) AT LEWIS FIELD IS PLANNING A TECHNOLOGY DEMONSTRATION UNIT (TDU) AS AN EARLY STEP IN THE POTENTIAL DEVELOPMENT OF FISSION SURFACE POWER (FSP) SYSTEMS. THE GOAL OF THE TDU IS TO ASSEMBLE THE MAJOR COMPONENTS OF A POWER SYSTEM (HEAT SOURCE, POWER CONVERSION, HEAT REJECTION, POWER MANAGEMENT AND DISTRIBUTION) AND CONDUCT NON-NUCLEAR, INTEGRATED SYSTEM TESTING IN THERMAL-VACUUM TO EVALUATE OVERALL PERFORMANCE. THE TDU ACTIVITY IS A KEY ELEMENT OF THE FSP TECHNOLOGY DEVELOPMENT PROJECT AND A MAJOR PROJECT OBJECTIVE IS TO ESTABLISH A HARDWARE-BASED TECHNICAL FOUNDATION FOR FSP DESIGN CONCEPTS. FSP SYSTEMS ARE A POTENTIAL OPTION FOR FUTURE HUMAN EXPLORATION MISSIONS IN THE 2020S ON THE MOON AND LATER ON MARS. NASA GRC SOLICITED THE SECOND PHASE OF A TWO-PHASED CONTRACT FOR THE DESIGN, FABRICATION AND TESTING OF A SINGLE, FULL-SCALE POWER CONVERSION UNIT (PCU). THE PCU WILL ACCEPT HEAT INPUT FROM A NON-NUCLEAR REACTOR SIMULATOR (AT APPROXIMATELY 850K), GENERATE ELECTRICAL POWER, AND REJECT WASTE HEAT TO A WATER HEAT REJECTION SYSTEM (AT APPROXIMATELY 375K). A NOTIONAL FSP CONCEPT DEVELOPED BY THE GOVERNMENT HAS A GROSS SYSTEM ELECTRICAL OUTPUT POWER OF 48 KWE, PROVIDED BY FOUR PARALLEL-STRING POWER CONVERSION UNITS. THIS PROCUREMENT WILL FOCUS ON THE DEVELOPMENT OF A SINGLE PCU WITH AN ELECTRICAL OUTPUT OF 12 KWE. THE FINAL TESTING WILL BE CONDUCTED AT A GOVERNMENT THERMAL-VACUUM TEST FACILITY AT GRC. THE VACUUM FACILITY, REACTOR SIMULATOR, AND HEAT REJECTION SYSTEM ARE INSTALLATION-PROVIDED GOVERNMENT PROPERTY. THIS CONTRACT IS NOT A FLIGHT HARDWARE DEVELOPMENT ACTIVITY. SUNPOWER IN PHASE I DESIGNED THE STIRLING POWER CONVERSION UNIT (PCU) AND CONTROLLER WHICH WILL BE BUILT AND PUT ON TEST AT GLENN RESEARCH CENTER (GRC) IN PHASE II. IN PHASE I, A TRADE-SPACE WAS CONDUCTED OF VARIOUS CONVERTOR MECHANICAL ARRANGEMENTS AND NO STRONG REASONS WERE FOUND TO DEVIATE FROM THE PROVEN LAYOUT OF SUNPOWER S P2 1 KW CONVERTOR. THE PCU DESIGN IS THEREFORE INTERNALLY A SCALED-UP VERSION OF A TRIED AND PROVEN DESIGN AND AS SUCH REPRESENTS A MINIMAL TECHNICAL RISK. HEATING IS PROVIDED BY FLOWING NAK ALONG FINS ON THE OUTSIDE OF THE HEATER HEAD. HEAT REJECTION IS PROVIDED BY WATER FLOWING CIRCUMFERENTIALLY IN THE ENGINE REJECTOR. THE STIRLING CONVERTOR IS PROJECTED TO HAVE AN EFFICIENCY GREATER THAN 27% (AC ELECTRICAL OUT / HEAT IN) WHILE THE EFFICIENCY OF THE CONTROLLER IS PREDICTED AT 91%, FOR A COMBINED EFFICIENCY OF GREATER THAN 24.6%. THE OPPOSED 12 KW CONVERTOR IS APPROXIMATELY 0.3 M IN DIAMETER AND 1.1 M LONG. THE MASS OF THE CONVERTOR WITH CONTROLLER IS PROJECTED AT 250 KG. THE SEQUENTIAL DEVELOPMENT PROCESS IN PHASE II STARTS FIRST WITH THE TESTING OF INDIVIDUAL CONVERTORS. THIS IS FOLLOWED BY OPPOSED CONVERTOR TESTING ON AN AC BUSS. FABRICATION AND TEST OF THE DEDICATED CONTROLLER OCCURS IN PARALLEL WITH THE CONVERTOR DEVELOPMENT. AS A FINAL STEP, THE DEDICATED CONTROLLER WILL BE INTEGRATED WITH THE OPPOSED STIRLING CONVERTOR.
