THE CONTRACTOR SHALL DOCUMENT ITS FINDINGS AND CONCLUSIONS IN A CONCEPT STUDY REPORT THAT IT SHALL PREPARE AND DELIVER TO THE GOVERNMENT. THE CONTRACTOR SHALL DEFINE AND REFINE ITS EDUCATION AND PUBLIC OUTREACH PLAN DURING PHASE A.
