THIS IS A NON-PERSONAL SERVICES REQUIREMENT TO PROVIDE THE NECESSARY LEVEL OF ADMINISTRATIVE, PROFESSIONAL, AND TECHNICAL SUPPORT REQUIRED TO FACILITATE THE OVERALL OBJECTIVES OF THE NG-J3/7 DOMESTIC OPERATIONS (DOMOPS) DIRECTORATE. THE GOVERNMENT SHALL NOT EXERCISE ANY SUPERVISION OR CONTROL OVER THE CONTRACTOR EMPLOYEES PERFORMING THE SERVICES HEREIN. SUCH CONTRACTOR EMPLOYEES SHALL BE ACCOUNTABLE SOLELY TO THE CONTRACTOR WHO, IN TURN IS RESPONSIBLE TO THE GOVERNMENT. THIS EFFORT IS TO PROVIDE SUPPORT TO THE NATIONAL GUARD (NG) J33, J34, J36, J38 AND J39. THE CONTRACTOR SHALL ALSO PROVIDE J39 SUPPORT FOR THE WEAPONS OF MASS DESTRUCTION CHEMICAL BIOLOGICAL RADIOACTIVE NUCLEAR (CBRN) RESPONSE ENTERPRISE (CRE) MISSION TO INCLUDE PROGRAM SUPPORT BY PROVIDING SITUATIONAL AWARENESS ON NG CRE CAPABILITIES OF THE STANDARDIZATION EVALUATION ASSISTANCE TEAM (SEAT), CIVIL SUPPORT TEAM (CST), AND HOMELAND RESPONSE FORCE (HRF)/CERFP. IGF::CT::IGF IN ACCORDANCE WITH THE NATIONAL DEFENSE AUTHORIZATION ACT OF 2012 AND DEPARTMENT OF DEFENSE DIRECTIVE (DODD) 5105.77, THE CHIEF OF THE NATIONAL GUARD BUREAU (CNGB) IS RESPONSIBLE FOR THE SAFETY AND SECURITY OF THE NATIONAL GUARD FORCES, PROPERTY AND EQUITIES. THE OBJECTIVE OF THIS REQUIREMENT IS TO SUPPLEMENT THE CNGB AND THE UNITED STATES 54 STATES AND TERRITORIES WITH SUPERIOR INTELLIGENCE ANALYSIS IN ORDER TO INFORM ALL NATIONAL GUARD BUREAU STAKEHOLDERS ON CURRENT DOMESTIC AND FOREIGN THREATS. IN ADDITION, THIS EFFORT WILL SUPPLEMENT DOMESTIC OPERATIONS (DOMOPS) AND DOD SUPPORT TO CIVIL AUTHORITIES (DSCA).
