THE FIRST SATELLITE OF THIS NEW SERIES, DESIGNATED AS GOES-R, WILL PROVIDE THE FIRST MAJOR IMPROVEMENT IN INSTRUMENT TECHNOLOGY SINCE GOES-I LAUNCHED IN 1994. THE GOES-R SERIES WILL INTRODUCE OTHER NEW TECHNOLOGIES IN BOTH THE SPACE AND GROUND SEGMENTS. THESE ADVANCES WILL IMPROVE THE NATION'S ABILITY TO MONITOR AND FORECAST WEATHER AND ENVIRONMENTAL PHENOMENA WITH A SIGNIFICANT INCREASE IN THE NUMBER OF PRODUCTS. ONE OF NOAA'S PRINCIPAL MISSIONS IS TO PROVIDE FORECASTS AND WARNINGS FOR THE UNITED STATES, ITS TERRITORIES, ADJACENT WATERS AND OCEAN AREA FOR THE PROTECTION OF LIFE AND PROPERTY AND ENHANCEMENT OF THE NATIONAL ECONOMY. THIS MISSION REQUIRES THE CAPABILITY TO ACQUIRE, PROCESS, AND DISSEMINATE ENVIRONMENTAL DATA ON AN EXTENSIVE SPATIAL RANGE (GLOBAL, REGIONAL AND LOCAL) ON A VARIETY OF TIME SCALES. THESE DATA INCLUDE, BUT ARE NOT LIMITED TO: GLOBAL IMAGERY; CLOUD AND PRECIPITATION PARAMETERS; ATMOSPHERIC PROFILES OF TEMPERATURE, MOISTURE, WINDS, AEROSOLS, AND OZONE; SURFACE CONDITIONS CONCERNING ICE, SNOW AND VEGETATION; OCEAN PARAMETERS AND SEA-SURFACE TEMPERATURE; AND SOLAR AND IN-SITU SPACE ENVIRONMENT CONDITIONS. ORBITAL ALSO SUCCESSFULLY DEVELOPED SPACECRAFT FOR SOLAR SYSTEM EXPLORATION TO INCLUDE THE CURRENTLY OPERATIONAL DAWN MISSION. THIS MISSION WAS LAUNCHED IN SEPTEMBER 2007, COMPLETED ITS RENDEZVOUS MISSION AT VESTA IN JULY 2012 AND IS EN ROUTE TO CERES IN EARLY 2015. WITH SPACE AGENCY BUDGETS CONTINUING TO BE TIGHT, EXPLORATION PLANS NEED TO EMPHASIZE EVOLUTION OF EXISTING SYSTEMS, WHERE COST AND SCHEDULE IS BETTER CONTROLLED, AND DEVELOPMENT RISK REDUCED. SPECIFICALLY, ELEMENTS OF THE CURRENT ISS, INCLUDING CYGNUS, CAN BE EVOLVED TO SUPPORT MORE DISTANT SPACE DESTINATIONS. TO SUPPORT THESE ENDEAVORS, ORBITAL CONTRIBUTES TO THE DEVELOPMENT AND PRODUCT IMPROVEMENT OF CYGNUS AND TO NEXTSTEP ACTIVITIES AND HAVE INVESTED IN THE COTS CRS PUBLIC-PRIVATE PARTNERSHIP ENDEAVOR. SUPPORT AND EXECUTION OF THE ON-ORBIT COMMISSIONING PROGRAM. G. GENERATION OF PERFORMANCE, SCIENCE RETURN, AND OTHER PERTINENT INFORMATIONAL REPORTS TO THE JWST PROJECT. H. ASTRONOMICAL COMMUNITY AND GENERAL PUBLIC/EDUCATIONAL OUTREACH. EXAMPLES OF SPECIAL PROJECT ACTIVITIES MAY INCLUDE: A. FOLLOW-ON MISSION STUDIES. B. ENGINEERING NECESSARY TO RESPOND TO NEW JWST PROJECT TASKS.
THIS ACTION PROCURES TRAINING AND MENTORING FOR THE AFGHANISTAN NATIONAL DEFENSE SECURITY FORCES (ANDSF) AT THE MANAGEMENT AND MAINTAINER LEVEL IN MAINTENANCE, SUPPLY CHAIN MANAGEMENT, AND WAREHOUSE SUPPLY SUPPORT. THE ANDSF CONSISTS OF THE AFGHANISTAN NATIONAL ARMY (ANA) IN THE MINISTRY OF DEFENSE (MOD) AND THE AFGHANISTAN NATIONAL POLICE (ANP) IN THE MINISTRY OF INTERIOR (MOI). THE ANA AND ANP OPERATE INDEPENDENTLY OF EACH OTHER WITH SEPARATE FACILITIES, MAINTENANCE LOCATIONS, AND OPERATING PROCEDURES. THIS EFFORT ALSO WILL PROVIDE CONTRACTOR LOGISTICS SUPPORT (CLS) FOR A DEFINED PERCENTAGE OF THE MAINTENANCE WORK ORDERS TO AUGMENT ANDSF-PERFORMED MAINTENANCE AND STRENGTHEN OPERATIONAL READINESS (OR). THE PERCENTAGE OF CONTRACTOR-COMPLETED WORK ORDERS WILL DECREASE IN EACH YEAR OF PERFORMANCE IN ACCORDANCE WITH THE TERMS OF THE CONTRACT. THE REQUIRING ACTIVITY, COMBINED SECURITY TRANSITION COMMAND-AFGHANISTAN (CSTC-A), PROVIDED THE REQUIRED PERCENTAGES OF CONTRACTOR-PERFORMED WORK ORDERS TO FACILITATE SELF-SUFFICIENT ANDSF LOGISTICS OPERATIONS BY THE END OF THE CONTRACT. CLS ALSO INCLUDES TASKS DESIGNED TO ENHANCE THE ANDSF SUPPLY SYSTEM, IMPLEMENT A MAINTENANCE MANAGEMENT SYSTEM, AND TRACK AND REPORT DATA NECESSARY TO MONITOR THE OR RATE FOR THE ENTIRE ANDSF FLEET OF VEHICLES AND GROUND EQUIPMENT. THE CONTRACTOR WILL ALSO PROVIDE BASIC LIFE SUPPORT SERVICES FOR ITS PERSONNEL DURING PERFORMANCE OF THIS EFFORT. THE PRINCIPAL PURPOSE OF THIS CONTRACT IS TO PROVIDE MULTIDISCIPLINE ENGINEERING SUPPORT SERVICES AND RELATED WORK TO EED, ISTD, SED, MSD, MESA, JPSS, AND RELATED ORGANIZATIONS, AS REQUIRED, FOR THE STUDY, DESIGN, SYSTEMS ENGINEERING, DEVELOPMENT, FABRICATION, INTEGRATION, TESTING, VERIFICATION, AND OPERATIONS OF SPACE FLIGHT, AIRBORNE, AND GROUND SYSTEM HARDWARE AND SOFTWARE, INCLUDING DEVELOPMENT AND VALIDATION OF NEW TECHNOLOGIES TO ENABLE FUTURE SPACE AND SCIENCE MISSIONS.TO THIS END, THE CONTRACTOR SHALL PROVIDE ON/OFF-SITE MULTIDISCIPLINE ENGINEERING SERVICES, PURSUANT TO TASK ASSIGNMENTS ISSUED BY THE CONTRACTING OFFICER. THESE SERVICES SHALL INCLUDE THE PERSONNEL, FACILITIES, AND MATERIALS (UNLESS OTHERWISE PROVIDED BY THE GOVERNMENT) TO ACCOMPLISH THE TASKS. TASK ASSIGNMENTS WILL BE ISSUED TO PERFORM SERVICES IN THE FOLLOWING AREAS FOR COMPONENTS, SUBSYSTEMS, SYSTEMS, SCIENCE INSTRUMENTS, AND SPACECRAFT, SUBORBITALCRAFT (E.G., AIRCRAFT, SOUNDING ROCKETS, UAVS, BALLOONS), INCLUDING ATTACHED SHUTTLE PAYLOADS, FREE-FLYING SPACECRAFT, SUBORBITALCRAFT PAYLOADS, AND SPACE STATION PAYLOADS AS WELL AS GROUND SUPPORT EQUIPMENT, SIMULATORS, NON-FLIGHT MODELS, AND PROTOTYPES; CANDIDATE, FEASIBILITY, AND SYSTEMS DEFINITION STUDIES; PROJECT MANAGEMENT; SYSTEMS ENGINEERING; ANALYSIS; PRELIMINARY DESIGN; DETAILED DESIGN; FABRICATION; ASSEMBLY; INTEGRATION; TEST AND VERIFICATION; TEST INSTRUMENTATION; DATA SYSTEMS MANAGEMENT; LAUNCH AND POST-LAUNCH OPERATIONS; RESEARCH AND TECHNOLOGY UNIQUE TO SYSTEM DEVELOPMENT; PARTS AND MATERIALS; DOCUMENTATION; MAINTENANCE; SUSTAINING ENGINEERING; CONFIGURATION MANAGEMENT; PERFORMANCE ASSURANCE; SYSTEMS SAFETY; AND CONTAMINATION CONTROL.
